Xi Jinping Compromised Due to Surging CCP’s Internal Fighting

The Sixth Plenary Session of the 19th Central Committee of the Communist Party of China ended on November 11. The full text of the third historical resolution passed has not yet been announced, but the main points of the meeting communiqué issued  were disclosed. Xi Jinping’s rise in status has got a lot of traction. Some analysts believe that the communiqué of the meeting showed that the undercurrent of the CCP’s internal struggle was raging, and Xi Jinping had not completely won.

The resolution adopted at the end of the 6th CPC Central Committee praised Xi Jinping’s thought as “the best embodiment of Chinese culture and spirit”. That allowed Xi to keep him to remain in power.

The communiqué which is more than 7400 words, most of the contents belong to the summary of this historical resolution, and divide the history of the Communist Party of China in four periods, which is actually classified as Mao Zedong in disguised form, Deng Xiaoping and Xi Jinping three generations. In the communique, there was no mention of the Cultural Revolution, the June 4th Incident and the controversial events in the history of the Communist Party of China.

The 14-page (English version) communiqué issued at the end of the 6th Central Committee the party’s history accounted for about 12 pages. The Mao era from 1921 to 1976 accounted for about two pages, and then Deng Xiaoping, Jiang Zemin and Hu Jintao era from 1976 to 2012 also accounted for about two pages. In contrast, the Xi Jinping era of less than a decade accounted for more than seven pages. In addition, Xi Jinping’s name appeared in the communique 17 times, far more than Mao -7 times, Deng – 5 times, Jiang Zemin and Hu Jintao one time each.

In the so-called “new period of reform and opening up and socialist modernization”, the communiqué each uses one paragraph to explain that Deng Xiaoping, Jiang Zemin, and Hu Jintao are in power, and then a paragraph is used to summarize. After that, the four passages praising Xi Jinping ruling of nine years since the “new era” achievement.

According to the communique, Xi Jinping, through this historical resolution, has become “the first generation of leaders of the CPC in the new era”. It is no longer the “fifth generation leader of the Chinese Communist Party”. Although Deng Xiaoping’s opening up and reform made China the world’s second power, the communique particularly emphasized “Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era”. The communique praised Xi’s ideas as “the best embodiment of Chinese culture and spirit”. And, according to the communique, Xi is not just a thinker. Under his leadership, the central government has “solved many thorny problems that have been unresolved for many years, and achieved a great cause that others want to do but have not done”. Still, according to the communique, under the leadership of Xi Jinping, “there has been greater unity in ideology, politics and action” and “reversed the trend of lax Party control and a decisive victory in the fight against corruption”.

Li Youtan, a professor at the National Institute of Development at Taiwan Chengji University, told Epoch Times that the most important thing in this so-called “Third Historical Resolution” is to establish the three generations from Mao Zedong and Deng Xiaoping to Xi Jinping, it shows that Xi has now suppressed all dissenting voices at the Sixth Plenary Session, and no one dares to oppose it.

Li Youtan said that the entire CCP communique is only a model article, and there is nothing new. It just tells everyone that Xi Jinping has now flattened this political struggle, and the 20th National Congress of the Communist Party of China will take over in an orderly manner through the so-called regime. He said that the focus of the party-state system is whether Xi Jinping will be re-elected next year. Because the people, including the factions in the party, are not convinced.

“If the international pressure is too strong, or because the economy has regressed, the people will not stand it, and the party will challenge him. The crisis faced by the CCP cannot be hidden behind the high-sounding.” He added that if Xi Jinping is re-elected next year, the political struggle will not end. “My view is that no matter whether it will go smoothly, the political struggle will be in a dark tide”.

Taipei edition Director of Japan’s “Saikei Shimbun” also commented on Facebook and said that such documents are the result of compromises by various factions and that if everyone’s ideas are put into a large platter, it means that the document is meaningless; If certain claims disappear, it means that some factions have lost their influence; If some claims are denied, then it means that some factions have lost the ability to fight back and make a comeback.

He further added that at present, there are major contradictions between the party and Xi, including the Shanghai Gang, the Tuan faction and some of the Prince parties. They are all beneficiaries of reform and opening up. The complete reservation of the “Deng era” has left a theoretical basis and opportunity for their future counterattack. Even if Xi Jinping is re-elected as General Secretary at the 20th National Congress of the Communist Party of China next year, the struggle between the Deng line and the Xi line in the party will continue.
